"The proposed regulation was mismanaged from the beginning,” says Mme Pollak. "It is important to understand that this ban is not just targeting avenue Bernard. It will be a ban on the creation of new places of worship throughout the borough, as it was already banned on residential streets and Van Horne Avenue for years, and recently on avenue Laurier. So avenue Bernard is the last street where it was possible to open one. The borough claims to justify this regulation to revitalize businesses, but no study has been done that shows that places of worship are detrimental to business.

We need to be clear about the real debate: Has the Hasidic Jewish community become undesirable in Outremont? If so, why? What danger does it pose to the population? Is it terrorist inclinations? Is it behavior that's a serious source of social unrest that needs urgent correction? How exactly? And how is the borough dealing with the long-term problem of complex coexistence? By stepping up its efforts to marginalize or by improving communication that may lead to better integration?

Many Outremont residents, Jews and Non-Jews alike, feel that the ban against places of worship (lieu de cultes) currently being introduced by the borough, smacks with outright discrimination and intolerance. The "zone" left open is laughably & insulting.
